What are the benefits of having the Clearinghouse conduct a program review?
Submitting a new program for review by the Clearinghouse's Continuum team provides the following benefits:
- Receiving feedback on the evidence base of the submitted program.
- Learn what criteria a program must meet in order to change the program's placement.
- Increasing the visibility of the program across a broad spectrum of professionals who work with military families.
What should you expect from the Clearinghouse once you have submitted a program?
- After a program is submitted for review, the information you provided is sent to the Continuum team at the Clearinghouse. The Continuum team conducts a review of publicly available information, including peer-reviewed journal articles, to determine the program's placement level. - You will receive an email from the Clearinghouse confirming receipt of your submission, as well as when you may expect to hear the results of our program review. The completion of a program vetting may require up to 2 to 3 months, although the review may be completed more quickly than this.
- Should we have any questions or need clarification on the information you provided, we may reach out to you requesting further details. - Once a program has been reviewed and the fact sheet published to the Continuum, you will receive an email including the link to the program fact sheet, a PDF of the program fact sheet, and a brief explanation of the placement on the Continuum.
- Although program placements may change as new peer-reviewed evidence becomes available, you will not have the opportunity to withdraw a program placement for any reason.
How do I get a program reviewed?
Before you submit a program for review, please make sure you have read and understand the review process described above. When you are ready, please complete the submission form for the appropriate type of program you wish to have reviewed (i.e., Military or Non-Military).
We do not require anyone to submit program information beyond what is requested on the submission form. However, if you wish to provide additional information (e.g., program website, references, manuals), please send this information via email (clearinghouse@psu.edu) and include the program name in the email subject line.

Military Program Submissions
For individuals affiliated with, or working with any entity associated with, the Department of Defense or the Department of Veteran's Affairs (e.g., Army, Navy, Air Force, Marine Corps, DoDEA, FAP), there is no cost for program review and placement; however, we may request written confirmation from a military representative to confirm the use of the program in the military context.
Non-Military Program Submissions
For individuals who are NOT affiliated or working with the Department of Defense or the Department of Veteran's Affairs, the Clearinghouse will charge $200/hour for program review and placement. Penn State is a non-profit institution; therefore, charges cover only our own costs. You will be required to pay in full at the conclusion of our review, but prior to the Clearinghouse providing you with feedback and publishing the program to the Continuum website.
